Article I Name
The name of this organization shall be the Jefferson County Retired School Employees Association. (JCRSEA)
Article II Purposes
1. To maintain a continuing interest in the advancement of education.
2. To promote the personal, professional, social and economic welfare of retired school employees.
Article III Membership
Any person formerly employed in the nation's schools may become an active member of the association.
Article IV Board of Directors
Section 1. The Board of Directors shall be composed of the Officers and the Chairs of the standing committees who shall be volunteers receiving no remuneration for their duties. This Board constitutes the governing body of JCRSEA.
Section 2. The officers of the association shall consist of a President, President-Elect, Past President, Vice-Presidents (Programs), Recording Secretary, Cares, Concerns & Celebrations Secretary, Financial Treasurer, Membership Treasurer and a Colorado School and Public Employees Retirement Association (CSPERA) Representative.
Section 3. The standing committees of the association shall consist of Hospitality, Membership, Legislation, Newsletter, Nominations, Directory, Reservations, Historian, Community Service, Cares/Concerns/Celebrations, Scholarship, Books for Kids and Technology.
Section 4. The Board shall have the power to appoint assistants as needed to any of the above officers and standing committees.
Article 5 Elections
Section 1. The officers shall be elected for a term of one year but may succeed themselves for one or more terms if re-elected at the April luncheon each year.
Section 2. The President shall appoint the Chairs of the standing committees whose terms of office are indefinite.
Section 3. The Board shall fill all vacancies.
Section 4. The officers elected in April shall assume their duties following installation at the May meeting.
Article VI Duties of the Officers and Committee Chairpersons
Section 1. Officers and committee chairpersons shall attend Board Meetings.
Section 2. The President shall preside at all meetings. In case of a called meeting, the President shall instruct the Recording Secretary to issue a call for such meeting. The President shall be empowered, with the approval of the Board, to appoint the standing and special committees deemed necessary for effective administration.
Section 3. The President-Elect shall serve as an apprentice for one year to become informed of the duties of the President, to assist the President and to supervise the Reservations committee.
Section 4. The Vice-Presidents shall serve as Program Chairpersons. They shall be responsible for the programs and music presented at the luncheon meetings.
Section 5. The Recording Secretary shall keep all records, record minutes of the meetings, and conduct all business correspondence.
Section 6. The Cares, Concerns & Celebrations Secretary shall conduct all social correspondence, keep the membership informed of all cares and concerns of the organization, and keep a list of deceased members.
Section 7. The Financial Treasurer shall be responsible for collecting funds, paying all bills as directed by the President, preparing an annual budget and presenting the books for an audit. The Board will approve the budget and audit.
Section 8. The Membership Treasurer shall encourage new retirees to become members, provide information about the association, collect dues, and maintain membership records.
Section 9. The CSPERA Representative shall represent the association at all CSPERA meetings and report to the membership as appropriate.
Section 10. The Hospitality Chairperson and committee members shall greet and welcome members and guests at luncheon meetings and collect payment for luncheons.
Section 11. The Legislation Chairperson shall keep the members informed of legislation pertaining to retired school employees and promote all other legislation consistent with the purpose of Article II.
Section 12. The Newsletter Chairperson and committee shall be responsible for producing and editing the monthly newsletter.
Section 13. The Nominating Chairperson and committee shall present a slate of officers for the next year at the March luncheon and it will be voted upon at the April luncheon. Nominations may be made from the floor with the consent of the nominee.
Section 14. The Directory Chairperson and committee shall have the directories ready for distribution in the fall.
Section 15. The Reservations Chairperson and committee shall contact the members to obtain luncheon reservations. The Chairperson will receive names from the callers and from email, prepare an accurate list and count of reservations, and coordinate with the Hospitality Chairperson.
Section 16. The Historian shall be responsible for collecting all memorabilia, keeping accurate account of all significant activities in which the association participates, and recording significant achievements of individual members.
Section 17. The Community Service Chairperson shall maintain an inventory of the volunteer opportunities and participation hours. This will be reported to the membership and CSPERA to encourage continued volunteer activity.
Article VII Dues
Section 1. The annual dues of JCRSEA shall be determined by the Board.
Section 2. Dues may be mailed to the Membership Treasurer with the membership form included in the spring newsletters. They may also be paid at the luncheons. Dues are considered delinquent after the September luncheon.
Article VIII Installation of Officers
Officers shall be installed at the May luncheon and serve for the following year.
Article IX Meetings
Section 1. Eight regular luncheon meetings shall be held from September through May, excluding December. Special meetings may be called by the President when deemed necessary.
Section 2. The regular luncheon date shall be the fourth Thursday of the month, if possible. The hour and place shall be determined by the Board.
Section 3. The regular Board meeting shall be held on the Monday following the luncheon meeting or as determined by the President.
Article X Rules of Order
Robert's Rules of Order, Revised, shall be the authority on all rules of procedure not otherwise provided for in the By-Laws of the association.
Article XI Amendments
These By-Laws may be amended by a majority vote of the Board. Copies will be available for any interested members.
