About JCRSEA

Constitution and By Laws

Article I Name

The name of this organization shall be the Jefferson County Retired School Employees Association. (JCRSEA)

Article II Purposes

To maintain a continuing interest in the advancement of education To promote the personal, professional, social and economic welfare of retired school employees.

Article III Membership

Any person formerly employed in the nation’s schools may become an active member of the association.

Article IV Board of Directors

Section 1. The Board of Directors shall be composed of the officers and the Chairs of the standing committees. This Board constitutes the governing body of JCTSEA.

Section 2. The officers of the association shall consist of a President, President-Elect, Past President, three Vice-Presidents, Recording Secretary, Corresponding Secretary, Treasurer, and a Colorado Retired School Employees Association Representative. (CRSEA)

Section 3. The standing committees of the association shall consist of Hospitality, Membership, Legislation, Newsletter, Nominations, Yearbook, Telephone, Historian, Health Care/Insurance, Community Service, and AARP.

Section 4. The Board shall have the power to appoint assistants as needed to any of the above officers and standing committees.

Article 5 Elections

Section 1. The officers shall be elected for a term of one year but may succeed themselves for one or more terms if re-elected at the April meeting each year.

Section 2. The President shall appoint the Chairs of the standing committees whose terms of office are indefinite.

Section 3. The Board shall fill all vacancies.

Section 4. The officers elected in April shall assume their duties following installation at the May meeting.

Article VI Duties of the Officers and Committee Chairs

Section 1. The president shall preside at all meetings. In case of a called meeting, the President shall instruct the Recording Secretary to issue a call for such meeting. The President shall be empowered, with the approval of the Board, to appoint the standing and special committees deemed necessary for effective administration.

Section 2. The President-Elect shall serve as an apprentice for one year to become informed of the duties of the President, to assist the President and to supervise the Telephone committee.

Section 3. The Past-President or designee shall conduct the memorial for deceased members at the October meeting.

Section 4. The Vice-Presidents shall serve as Program Chairs. They shall be responsible for the programs and music presented at the regular meetings.

Section 5. The Recording Secretary shall keep all records, record minutes of the meetings, and conduct all business correspondence.

Section 6. The Corresponding Secretary shall conduct all social correspondence, keep the membership informed of all cares and concerns of the organization, and keep a list of deceased members.

Section 7. The Treasurer shall be responsible for collecting dues and funds, paying all bills as directed by the President, maintaining membership records, preparing an annual budget and presenting the books for an audit. The budget and audit will be approved by the Board.

Section 8. The CRSEA Representative shall represent the association at all CRSEA meetings and report to the membership as appropriate.

Section 9. The Hospitality Chair and committee members shall greet and welcome members and guests at regular meetings and collect payment for luncheons.

Section 10. The Membership Chair shall encourage new retirees to become members and provide information about the association.

Section 11. The Legislation Chair shall keep the members informed of legislation pertaining to retired school employees and promote all other legislation consistent with the purpose of Article II.

Section 12. The Newsletter Chair and committee shall be responsible for producing and editing the monthly newsletter.

Section 13. The Nominating Chair and committee shall present a slate of officers for the next year at the March meeting and it will be voted upon at the April meeting. Nominations may be made from the floor with the consent of the nominee.

Section 14. The Yearbook Chair and committee shall have the yearbooks ready for distribution by the September meeting.

Section 15. The Telephone Chair (President-elect) and committee shall call the members to obtain luncheon reservations. The Chair will receive names from the callers, prepare an accurate list and count of reservations and coordinate with the Treasurer.

Section 16. The Historian shall be responsible for collection all memorabilia, keeping accurate accounts of all significant activities in which the association participates, and recording significant achievements of individual members.

Section 17. The HealthCare/Insurance Chair shall keep the members informed about new policies and rules concerning health care and insurance.

Section 18. The Community Service Chair shall maintain an inventory of the volunteer opportunities and participation hours. This will be reported to the membership to encourage continued volunteer activity.

Section 19. The AARP Chair shall serve as a liaison between JCRSEA and AARP.

Article VII Dues

Section 1. The annual unified dues of JCRSEA and CRSEA shall be determined by the Board.

Section 2. Dues may be mailed to the Treasurer with the membership form included in the fall newsletters. They may also be paid at the luncheons. Dues are considered delinquent after January 1.

Article VIII Installation of Officers

Officers shall be installed at the May meeting and serve for the following year.

Article IX Meetings

Section 1. Eight regular meetings shall be held from September through May, excluding December. Special meetings my be called by the President when deemed necessary.

Section 2. The regular meeting date shall be the third Thursday of the month, if possible. The hour and place shall be determined by the Board.

Article X Rules of Order

ROBERT’S RULES OF ORDER, REVISED, shall be the authority on all rules of procedure not otherwise provided for in the By-Laws of the association.

Article XI Amendments

These By-Laws may be amended by a majority vote of the Board. Copies will be available for any interested members. Revised April 1, 2002 Board of Directors
